Provincial nomination, though not the same as permanent residency in and of itself, may serve as the initial step in obtaining permanent residence from Immigration, Refugees and Citizenship Canada (IRCC).
The majority of Canadian provinces and territories run their own provincial nomination programmes, with Quebec and Nunavut being the exceptions. Interested candidates may receive invitations to apply for a provincial nomination through these initiatives. The province of Quebec oversees the immigration policies in Quebec, which are separate from those in Canada.
Annual admissions to PR total 105,000, according to the PNP. PNP admissions started growing annually in 1998 and have continued to rise ever since. It is seen as a useful tool by both the federal and provincial governments for fostering economic growth outside of urban areas.

Ontario
On December 19, Ontario sent 936 letters of interest to applicants in the Express Entry Human Capital Priorities stream who had experience in particular tech-related occupations.
Candidates with a Comprehensive Ranking System (CRS) score of 484–490 were the focus of the Ontario Immigrant Nominee Program (OINP). The total number of letters sent out is not yet known.
Candidates for the Federal Skilled Worker Program or the Canadian Experience Class (CEC) must already be in the Express Entry pool (FSWP).
British Columbia
On December 20, British Columbia sent 153 invitations to apply to candidates in a selective tech draw.
Candidates from the categories of International Graduates and Skilled Workers, as well as Express Entry applicants, received invitations.
Candidates needed a SIRS score of at least 90. Similar to the Express Entry Comprehensive Ranking System (CRS), SIRS only applies to the PNP of British Columbia.
The following occupations were also the subject of invitation rounds from the province.
- 15 early childhood educators with scores of at least 60 points (NOC 4214);
- 5 healthcare professionals who scored at least 60 points under the Skilled Worker, International Graduate, including Express Entry category.
Saskatchewan
In accordance with the Saskatchewan Immigrant Nominee Program (SINP), Saskatchewan held its most recent draw on December 21.
For a total of 468 invitations issued, the province invited 153 candidates under the Express Entry stream and 315 under the Occupations-In-Demand stream. 80 points were required for both groups of candidates.
Prince Edward Island
Through the PEI PNP’s Labour and Express Entry stream, Prince Edward Island invited 127 candidates on December 15. Seven additional candidates with a minimum point requirement of 62 were invited via the Business Work Permit Entrepreneur.
This raises the total number of applicants the province has thus far invited for 2022 to 1,854.
Candidates for Express Entry who want to get a nomination from PEI must submit a separate Expression of Interest (EOI) to the PEI PNP.
The Comprehensive Ranking System (CRS) for Express Entry is used to rate EOI profiles, and similar to the CRS, the highest-scoring applicants are asked to apply through monthly lotteries.
